The Bureau of Economic Analysis measures this with Regional Price Parities (RPPs), a price index for every metropolitan area in which the national average is 100. A metro at 120 is 20% more expensive than the US as a whole; one at 85 is 15% cheaper.

Methodology

Regional Price Parities by metropolitan statistical area (MSA), BEA table MARPP, line 1 (all items), with lines 2–5 for goods, housing, utilities and other services. RPPs combine Consumer Price Index price quotes collected by the Bureau of Labor Statistics with rents from the Census Bureau's American Community Survey, weighted by consumer spending patterns. Each value compares the metro's average price level with the national average in the same year (US = 100); it is not an inflation rate. Metro areas use the Office of Management and Budget delineations used by BEA and cover the whole metro (central city plus suburbs), not city limits. Housing reflects rents, which BEA also uses for owner-occupied housing, not home purchase prices. Taxes are not included.

Puerto Rico and other US territories are not included. Rankings use competition ranking: tied values share a rank.

Divide the salary by the first metro's index and multiply by the second's. For example, $80,000 in a metro at 115 buys roughly what $66,100 buys in a metro at 95 (80,000 / 115 × 95).

Why is my city not listed?

BEA publishes price parities for metropolitan statistical areas only. Smaller towns are covered by the nonmetropolitan portion of each state, shown in our state cost-of-living ranking.
